Uvalde schools police chief failed to protect children

Regarding the recent firing of the Uvalde (Texas) School District’s police chief, my first thought was to ask what authority does the school board have to fire the police chief? My second thought was that he should be held and charged as an accessory to 21 counts of first-degree murder. Not only did he stand down and do nothing, he prevented everyone else from doing anything.

He said he did not consider himself to be the incident commander on scene. Yet he felt it acceptable to tell responders to not go in? So if he felt he had the authority to tell people to not go in, then why couldn’t he give the order to go in and stop the rampage? I’m guessing that, as the chief of police, he was the highest ranking law enforcement officer on scene and that would make him the incident commander. But to just stand by and do nothing as innocent children are slaughtered at will is absolutely unconscionable.
