On a 61-36 vote early today, the House passed the supplemental $3.7 billion capital budget that goes through mid-2011. The Senate had previously passed it on a 33-13 vote Monday night.

The capital budget adds $452 million for building projects across the state, including about $122 million for a dozen environmental programs, such as Puget Sound cleanup and restoration projects.

Another $203 million was transferred to the state’s operating budget.

The construction budget also sets aside $100 million for a plan that would launch a statewide package of energy-efficient school makeovers. It also includes $30 million for affordable housing projects.
