Jail time for mayor of San Francisco?

It baffles me. Leaders of a teachers’ union, say in Washington State, who defy the state law can be sent to jail. Then why is not the mayor of San Francisco, Gavin Newson, and other related officials who defy state law on gay marriage in California, not going to jail?

This country was founded on and runs on the rule of law. When we lose that rule of law, don’t we have anarchy? Is there an anarchist running the city of San Francisco? Why is he not in jail?
