Will State Patrol enforce a new headlights law?

I am trying to wrap my head around the latest from Olympia regarding the proposed law to require drivers to have their headlights on 24 hours a day (“Should Washington reqquire headlights 24 hours a day on highways,” The Herald, Feb. 2).
Well, what I have seen the last few years, the Washington State Patrol does not enforce speed laws, aggressive driving, reckless driving, and cars with expired license tabs. Now the Legislature thinks the WSP is going to prioritize a headlights law when so many other highway laws are being ignored? Who thought this one up?
