Why not just label food ‘non-GMO?’

Since those who believe that non-GMO food is more healthy are not prohibited from labeling and promoting that food as such, why are they so interested in requiring everyone else to go to the expense of labeling all other foods? Looking at I-522 from that angle, I think it’s obvious how a free-thinking individual should vote.
