Why so many problems at the new Mukilteo ferry terminal?

Every day, I receive a Washington State Ferry alert on my phone regarding the Mukilteo ferry landing. Problems from overhead access to hydraulics to elevators to bathrooms are noted. This obviously begs the question: Did they open this location too soon? Inferior construction methods? Or just another example of mismanagement from WSF. I’m not sure, but there must be a reason.
