Red Cross’ use of funds sounds wrong

On the front page of the Oct. 30 Herald is an article concerning the Red Cross (“Red Cross will redirect funds for terror aid”). I am sure that those who contributed money for the victims and their families of the Sept. 11 terrorist attacks had no intention of supplying the Red Cross with an updated telecommunication system, nor supporting other programs of the Red Cross.
If money is given for a particular project and that money is diverted for another use, is this not a misappropriation of funds? If you contributed to help a particular group and your money is being used for other than that group, how do you feel about it? Where, actually, is the money going?
