Did grandfather have a license?

Reports this week in The Herald and on television regarding the Russian man and two grandsons who weremissing: It seems he drove around for 12 hours and doesn’t speak English. How does a person who can’t read or speak English obtain a driver’s license? Did he receive a citation from local authorities? Unbelievable!
