Why aren’t there security cameras for walkway elevator?

OK, help me understand something: $20 million is spent on improving access to our waterfront and improving storm drainage/utilities, and surveillance cameras are not included in the planning? (“Out of service: Grand Avenue Park Bridge elevator vandalized,” The Herald, Oct. 4)
