Washington is about to get tougher on those nabbed driving while talking on their hand-held cell phones.
Gov. Chris Gregoire is expected to sign a new law at 10 a.m. today giving police the power to stop cars and ticket the drivers if they see them pressing a phone to their ear. This law, which would take effect in June, also bans texting while driving.
