SEATTLE — The pilot of a float plane that flipped while making an emergency landing near Seattle’s Shilshole Bay Marina on Puget Sound says the plane had a complete electrical failure.

Roger Collins was flying from Bremerton to Everett’s Paine Field Friday morning when he had to look for a place to land fast.

He told people at the scene he tried to retract the wheels, but the gear remained down on the left side, causing the plane to flip when it hit the water.

Police spokesman Mark Jamieson says the pilot had a bump on the head but refused medical treatment.

The plane was towed to the nearby marina.
