Medicare fraud has been ongoing for decades

In 1972, I graduated from college with a degree in accounting and was living in the Chicago area. I thought I would like to work in a hospital. First I interviewed at the largest hospital in Chicago. Then I interviewed at a privately owned hospital in the same area. In both cases, I was told that my job would be to find ways to hide money so that the hospital could get larger Medicare reimbursements. This sounded like an epidemic of fraud, so I declined their job offers.

Is this how more money can be cut from the Medicare system and the Medicaid system without reducing patient services? Has this been going on for more than 50 years across the entire United States?
