Married couple suspected of promoting prostitution in Lynnwood

EVERETT — A married couple is suspected of promoting prostitution at a massage parlor in Lynnwood after being arrested following a monthslong investigation on Wednesday.

A 35-year-old woman and a 47-year-old man from Kenmore are accused of operating an illicit massage parlor in the 3800 block of 196th Street Southwest in Lynnwood, according to an arrest affidavit from the Lynnwood Police Department.

Officers began investigating last December after a man told police he was propositioned for sex during a massage at a different parlor in the same strip mall, police reports said.

Using online searches, police found reviews detailing sexual services received at Cici Spa, court documents said.

While conducting surveillance of the business, officers said they observed “extensive short-stay male traffic” in and out of the spa, according to the police report.

Officers also said they used GPS trackers on the suspects’ vehicles to identify an additional suspected illicit massage business in Seattle operated by the couple, court documents said.

Police served a search warrant on Wednesday at CiCi Spa and two other massage parlors related to the investigation, the arrest affidavit said.

After breaking through the locked front door, officers said they found a general aesthetic that “indicated very clearly that this establishment did not present as a legitimate, reputable licensed massage parlor,” according to the police report.

Police described the business as unhygienic and dirty. Court documents said it appeared like the parlor had living quarters inside of it for employees. Officers also said they found “many, many condoms” inside the business.

Two 42-year-old women were believed to be working inside the parlor when the warrant was served, the police report said. Only one of the women admitted to providing sexual services for customers, according to police.

Both allegedly told police the 35-year-old woman was their boss, court documents said.

The woman allegedly has a previous arrest in Oregon for operating illicit massage businesses as well as money laundering, according to police.

Officers arrested the couple as they left their Kenmore home on Wednesday, the police report said.

They are both suspected of felony second-degree promoting prostitution and a misdemeanor charge of permitting prostitution, according to court records.

The woman also faces a misdemeanor charge of unlicensed practice, for operating the business without being a licensed massage therapist, the police report said.
