LAKE STEVENS — Police are notifying neighbors in Lake Stevens about a convicted sex offender who recently moved to the 9200 block of 15th Place SE.

In 1992, James S. Fries pleaded guilty in King County Superior Court to one count of second degree rape. His victim was a 21-year old woman. He served 58 months in prison.

Fries started sex offender treatment while in prison, but stopped and later declined to participate. He is not currently on active supervision and his only requirement is to register as a sex offender, according to the Lake Stevens Police Department.
