Everett-area man who died while in handcuffs identified

EVERETT — An Everett-area man who died in handcuffs last week has been identified as Joshua G. Hooyboer.

Sheriff’s deputies were called around 8:30 p.m. Dec. 28, because a man was acting erratically at a home in the 13300 block of Highway 99. Deputies found Hooyboer in a driveway and put him in cuffs. The man lost consciousness.

Deputies performed CPR, but could not save him. He was 40.

The Snohomish County Multiple Agency Response Team is handling the investigation. The cause and manner of his death are pending, according to the county medical examiner’s office. The deputies were placed on administrative leave, a standard procedure.
