Bothell man charged with 2 counts of kidnapping

BOTHELL — Prosecutors have charged a Bothell man with kidnapping after he allegedly convinced two neighborhood children to get in his pickup truck by promising them gifts.
Dean Richard Kinsman, 47, is charged in Everett District Court with two counts of second-degree kidnapping. Prosecutors have until May 29 to refile the charges in Snohomish County Superior Court.
Kinsman was arrested Monday after a group of teenage boys saw a 4-year-old girl get into his truck. The boys, including the girl’s brother, pulled her from truck. The girl reportedly said Kinsman promised to buy her a new bike and shoes.
Investigators believe Kinsman lured a 9-year-old boy into his truck, drove him to the store, bought him a bicycle and returned him home, according to a police affidavit.
Neither child was hurt.
Kinsman is being held on $100,000 bail.
