SEATTLE — Seattle Mayor Ed Murray says the city needs more tent cities to respond to homelessness and illegal camping.

The mayor proposed an ordinance Wednesday to allow three tent cities on unused lots in nonresidential zones.

The tent cities would be operated by social service organizations under 12-month permits.

The proposal now goes to the City Council.
