Damaged trees could create hazard

What’s wrong with this picture?

The city spends thousands creating speed bumps on Grand Avenue, from 19th to 10th.

Then the city spent additional thousands removing natural speed bumps on Colby Avenue from 19th to 10th.

Now that the trees have lost a half of their roots or legs, who will take responsibility if a tree falls down on a car in a wind storm – a taxpayer or mother nature?
