Army Corps finds fault with city

The U.S. Army Corps of Engineers has found the city violated federal rules in October by allowing fill dirt to fall into Irvine Slough, which runs parallel to Highway 532 near the city’s wastewater treatment plant.

The slough drew attention in late October after floodwaters backed up on rural properties and took longer than normal to drain. The slough is important to downtown businesses as well as nearby lowland rural properties because it drains both areas during floods.

Bill Beckman, the city’s public works director, said the dirt was piled up by contractors installing a water pipe along 92nd Avenue NW. Some of the dirt inadvertently fell into the slough.

Beckman said federal engineers thought some of the dirt contributed to the floodwater backup by plugging up a culvert in a small dam across the slough. But city crews said the culprit was flood debris that piled up on a trash gate at the culvert’s entrance.

The city removed the fill and trash gate and is continuing to work with the corps, Stillaguamish Flood Control District and Snohomish County to find a solution, Beckman said.
