Is watering flowers more important?

I see there have already been several letters in The Herald plus a column by Julie Muhlstein complaining about the city of Everett’s woefully inadequate de-icing of our streets.
What is this about concentrating on the streets around the Boeing plant? Are we who live and work in downtown/north Everett not as important?
Why is it that the city can pay for men to water flowers in downtown in the summertime? Does the mayor’s and city council’s ambition of attracting more people to the downtown core and making Everett an upscale and class city take precedence over the safety of the citizens that already live, work and shop here?
