Waste Management should credit account for missed pickups

Like many of you, I am served by Waste Management. That is, when they come. I understand that weather conditions sometimes prevent the trucks from completing their rounds (two weeks now), but when I called to ask for a credit for the missed pickup, they just said, “We don’t do that.”
They offered to send another truck but the date given is our next regular day! The reason for the non-pickup is really irrelevant, the fact remains that I didn’t receive the service that I am charged for. In what other business do they get to keep your money without providing a service in return. Who approves these policies?
