Arlan Hatloe to lead City Council in 2009

Everett City Councilman Arlan Hatloe will return to the role of Council President for 2009, a year expected to challenge the city financially.

The president of the City Council is responsible for assembling the agenda for council meetings, deciding committee assignments and mediating council meetings.

Hatloe, a third-generation Everett businessman, was first elected to the City Council in 2002. His family owns an established flooring and decorating business.

“I want to thank my colleagues for their support and look forward to working closely with them and the administration to move the city forward in a positive direction this coming year,” he said in a written statement. “I realize the many challenges we will be facing. We will continue to hold a sound financial course to ensure the citizens of Everett are well served.”

Hatloe selected council freshman Shannon Affholter to serve as his vice president. Affholter will serve as council president when Hatloe is away.

Everett’s bond rating is upgraded to AA+

Standard &Poor’s rating service recently upgraded the city’s bond ratings two steps from AA- to AA+. AA+ is the second-best rating a city can get.

The new rating means Everett taxpayers likely will pay lower interest rates on bonds when the city sells them to pay for construction projects.

“We have focused on providing quality services to our public with prudent fiscal oversight,” Mayor Ray Stephanson said in a written statement. “Our residents can be proud that the already solid credit outlook for our city continues to gain strength.”

Neighborhood plans food drive on Sunday

Members of the Crosswater neighborhood at Soper Hill are planning to collect food in the neighborhood on Sunday for the Lake Stevens Food Bank.

Neighbors who wish to contribute are asked to leave a bag or box of food on their front doorstep between 4 and 6 p.m.

Volunteers who will pick up the food plan to meet at 3 p.m. at the Polygon Real Estate Office, 2706 86th Drive NE.

Voices of the Village group to sing today

The musical group Voices of the Village is planning a holiday performance today.

The free event is scheduled for 11 a.m. at the Ken Baxter Community Senior Center at 514 Delta Ave.

Lake conservation group to hold bake sale

The Lake Stickney Conservancy is planning a holiday bake sale for Saturday.

The event is scheduled for 9 a.m. to 4 p.m. at the Lake Stickney Community Club House, 1428 S. Lake Stickney Drive.

The community group works to preserve the environment and habitat of the lake and its surrounding wetlands.

Cakes, pies, candy, jam, breads, biscotti, chocolate-peanut butter treats, butterscotch Rice Krispies treats and more are planned.

Neighbors are welcome to bring goodies as well.

Mountlake Terrace

City developing initial plan for arts and culture

The city of Mountlake Terrace is working to develop its first arts and cultural plan.

The city is creating focus groups to gather input. Representatives from the business community, including Premera Blue Cross, neighboring cities, the Edmonds School District, Edmonds Community College, nonprofit art organizations and local artists have been invited to participate. Members of the city’s arts commission and a consulting firm are scheduled to meet in mid-January to review comments from the focus groups and planning documents.

Sultan

Meet planning board applicants on Thursday

The City Council plans to hear from Jerry Knox, Paul Pollard and Robin Shaw, three applicants vying for a vacant seat on the Sultan Planning Board at 6 p.m. Thursday at City Hall, 319 Main St.

The mayor has the authority to appoint planning board members and the City Council confirms the mayor’s appointment. The applicants will speak for three to five minutes on their background, qualifications and interest.

The council will interview Snoho­mish County sheriff’s Lt. Jeff Brand at approximately 6:15 p.m. for the Sultan police chief position. The council has an executive session at approximately 6:45 p.m. to discuss the qualifications of the planning board applicants and Lt. Brand. The regular meeting begins at 7 p.m.
