EVERETT — Cassie Franklin, CEO of Cocoon House, was sworn in to the Everett City Council Wednesday night. Franklin won the seat in the November election over 20-year council veteran Ron Gipson.
Superior Court Judge Joseph Wilson also swore in council members Judy Tuohy and Scott Bader, who won re-election to their seats. Brenda Stonecipher, who also won re-election, was not present, but had been sworn in earlier, Bader said.
The council also elected Scott Murphy to be the council president for 2016, replacing Bader.
