Orphan trains

Navy exercise: Naval Station Everett plans a security exercise on Wednesday. Neighbors may see or hear base personnel shooting blank rounds to simulate gunfire and spot police or emergency response vehicles. An advisory notice will be broadcast to mariners and boats near the harbor area that an exercise is underway. Gates to the base will close briefly for approximately 5 minutes around 12:30 p.m.
New plan for fire department: A ballot measure to reduce bureacracy within the North County Regional Fire Authority appears to be passing in the April 25 special election. Early counts show more than 80 percent of voters were in favor, with the next update slated for Wednesday. The fire authority is based in Stanwood and combines the former Fire District 14 and Fire District 18, which merged in 2008. Now, those districts can dissolve. They no longer will require separate meetings and audits. Changes are expected to start June 1, according to Fire Chief John Cermak.
