Owners tell The Olympian it’s the first franchise of a Hawaii-based chain in Washington.
Electronic cigarettes don’t burn tobacco. The device heats flavored liquid to release nicotine fumes.
Owners say they check identifications to make sure they don’t serve minors. Thurston County does not regulate electronic cigarettes.
