Could a heat pump take the bite out of your heating bill?

Greetings to all you energy-conservation fans out there in green land: After my post yesterday about my $512.60 electric and heating bill, Gary Burk of Olympia tipped me off to the energy savings, easy installation and possible cash credits associated with heat pumps.

He said: “I believe that you are a ‘trapped’ PUD customer since baseboard heat systems haven’t been installed (or retained) in homes for decades elsewhere.”
