EVERETT — The Everett City Council voted Wednesday to expand the city’s Downtown Improvement District, bringing a number of properties into the fold of a public-private partnership that provides cleaning services within the downtown core.

The district, known as a business improvement area, collects rates from property owners within the area to pay for business-related services like marketing, trash collection and graffiti removal.

The Downtown Improvement District, first created in 1995 and centered around Colby Avenue, has previously been expanded three times to include a significantly larger area of downtown Everett. It encompasses an area stretching largely from Everett Avenue to Pacific Avenue north to south, and from West Marine View Drive to Broadway west to east.

The district’s newest expansion grows the boundaries to include a number of properties on the north side of Everett Avenue and properties on the south side of Pacific Avenue.

The latest ordinance also set the annual levy rates to 16 cents per $1,000 of assessed value plus 11 cents per square foot of land. The district expects to collect about $700,000 in rates through 2026. The assessment rate will grow at 3% per year or at the rate of inflation, whichever is greater. Increases are capped at 5%. Single-family, duplex and triplex residential parcels within the expansion area are exempted from rate collection.

The Downtown Improvement District is one of two business improvement areas in the city of Everett. The second is the Everett Station Business Alliance, formed in 2023, which includes some parts of the downtown core and the area surrounding Everett Station.
