Why is it taking so darned long?

Does anyone know why it is taking our fair city and the contractor(s) it hired so long to complete the 41st Street/Broadway Avenue overpass? They’ve been messing around with this project for years.

The only ramp remaining from 41st Street to Broadway has been blocked off for months. This has caused traffic that would normally exit 41st to Broadway to be redirected to the 41st Street/Colby intersection. Barricades on 41st from Colby to the overpass create a hazardous condition in both directions, especially at night since there’s little or no street lighting.

It appears signals are going to be installed, but when? This project does not appear to pose any severe engineering or construction challenges, but it doesn’t seem as if there’s any motivation to finish it.
