Mill Creek City Council, 6 p.m., Mill Creek City Hall, 15728 Main Street, Mill Creek. The council is scheduled to vote on the final ordinance to approve annexing two neighborhoods east of Mill Creek.

Snohomish County Planning Commission, 3 p.m., first floor meeting rooms, 3000 Rockefeller Ave., Everett. A public hearing on proposed changes to rural cluster housing rules is planned around 4 p.m.
