Severance pay for Elias a kick in teeth

Why is it that overpaid people like Paul Elias get severance pay at all? He caused his own firing by the PUD commissioners. I, like many other people, have been fired from jobs with no severance pay. Giving Elias $280,000 is like a kick in the teeth to customers of the PUD, with rates as high as they are. I hope other people are as outraged as I am. The person who signs that check should be fired, too.
