Bush afraid of losing votes

If George W. Bush really believes that he has fairly won a majority vote in Florida, why is he trying to prevent the elections officials from doing another, more careful count? If Bush really believes that hand counting is less accurate than machine counting, why did he sign into law a Texas bill saying that hand counting was an appropriate way to resolve disputed elections? And since there are observers from both sides watching the entire recounting process, how can Bush claim that it’s partisan and biased? Could he be afraid of what the results are going to be?
