Edmonds appoints new public works director

EVERETT — The Edmonds City Council appointed a new public works director Tuesday after more than one year without a permanent director.

Andy Rheaume currently serves as public works director for the city of Anacortes. There, he led the management of regional water and wastewater treatment plants, transportation and stormwater planning, engineering and solid waste services, among other projects.

“He brings a great deal of experience in city government but also public works experience in a city that’s much like ours with salt water and fresh water all mingling together on a shoreline,” council President Neil Tibbott said at Tuesday’s meeting.

He’s worked for cities for more than 20 years, with his career beginning as a maintenance technician in Redmond. Since then, he has also worked in Seattle and Bothell. In Bothell, he served as a City Council member and mayor.

“With more than 20 years of experience in municipal operations, he brings a deep understanding of the work and the people who do it,” Edmonds Mayor Mike Rosen said in a press release Monday. “From clean drinking water to safe streets and reliable infrastructure, Public Works touches nearly every part of daily life in Edmonds. Andy’s leadership style, strong commitment to customer service, and deep understanding of the people who keep our city running make him the right person to lead this essential department.”

Former Public Works Director Oscar Antillon resigned in July 2024. Phil Williams currently serves as acting public works director. Rheaume’s first day will be Nov. 17. According to the employment agreement approved Tuesday, his salary will be $199,656.

“I’m really looking forward to serving your community,” Rheaume said Tuesday. “I’m a third-generation Washingtonian, born and raised around Edmonds quite a bit, too, so I’ve seen this place grow up over the decades. … You guys chose me, but I chose you too, so I’m really looking forward to getting to work here and showing you what I can do.”
