Judge sentences man, 73, for intending to have sex with ‘teen’ in Everett

EVERETT — A federal judge in Seattle sentenced a 73-year-old Arizona man to four years in prison Thursday for travel with intent to engage in a sexual act with a minor in Everett, according to the U.S. Attorney’s Office.

In July 2024, an undercover agent posted on a teen chatroom platform as a 13-year-old boy. Steven Migdon asked the “teen” for sexually explicit images. He also sent the “teen” sexually explicit images.

In August 2024, Migdon flew from Tucson, Arizona, to Everett, where he believed he would meet the “teen” in a hotel room, a press release said. Instead he was arrested. After searching his phone, investigators found images of child sexual abuse on his phone and that he sent sexually explicit images to other children.

Assistant U.S. Attorney Cecelia Gregson asked the judge in U.S. District Court in Seattle to sentence Midgon to four years in prison followed by 10 years of supervised release.

“Despite age and experience, Migdon spent ten days communicating with a person he believed to be a 13-year-old boy,” Gregson wrote to the court. “Worse, the content of his phone confirmed his chatting and travel conduct were not stand alone. Migdon had been sexually communicating with unidentified minors in the days leading up to his travel to Washington for sex with a fictitious child.”

In addition to the four-year sentence and the following supervised release, U.S. District Court Judge Jamal Whitehead ordered Migdon to pay $3,000 in restitution to a fund for the victims in the images on his phone. Migdon must also register as a sex offender.

“Today we are here to confront the ugliness of what you did over ten days,” Whitehead said at the sentencing hearing. “The images you had on your phone represented real children and real abuse. These are among the most serious crimes we see in federal court, the crimes that exploit children.”
