With King County deputy prosecutor Norgaard’s decision not to prosecute Snohomish County District Court Judge Timothy Ryan for drunken driving, even though two independent expert witnesses from the Washington State Highway Patrol stated that his speech was slurred, eyes bloodshot, smelled of alcohol, refused a Breathalyzer test and had video tape evidence of his erratically dangerous driving, compounded by the fact that he admittedly lied to the arresting officers, and further colluded with Judge Roger Fisher to lie on his behalf, I am reminded of the 6th century Greek Philosopher Anarcharsis’ maxim that “Laws are like cobwebs. Strong enough to catch the weak, but weak enough to let the strong pass through.”
