EVERETT — Undercover narcotics detectives watched Friday as the man and woman allegedly passed a glass pipe back and forth inside a car parked at an Edmonds apartment complex Friday.
They dropped their surveillance when they noticed a tiny set of hands moving from the backseat.
The detectives with the Eastside Narcotic Task Force feared for the child’s health, called dispatchers and asked for help from Edmonds police.
The car windows were halfway down, raising the possibility the 15-month-old girl was inhaling second-hand meth smoke.
Police pulled over the car in the 9500 block of Edmonds Way shortly after noon.
Both suspects allegedly admitted they had been smoking meth before they were arrested for investigation of criminal mistreatment.
The mother was identified as Jeanie Brewer, 24, of Lynnwood. She was released from the Snohomish County Jail on Monday under several conditions. One of the requirements is she not have any contact with minors, including her daughter, without the supervision of an adult who is aware of the allegations against her.
Her child was turned over to a relative who took her to a hospital for a medical evaluation, Edmonds police Sgt. Josh McClure said.
The other suspect was identified as Jacob Horowitz, 24, of Bothell. He is not related to the baby, but was being held for investigation of using a controlled substance in the presence of a child.
Horowitz has previous convictions for trafficking in stolen property and possessing meth.
He was dropped from a drug court program last year for failing to comply with conditions.
