Kelsey St. in Monroe marks its public grand opening at 11 a.m. The 6,000-square-foot restaurant, the fourth in the Canyons chain owned by Scott Perry, is the first business to open in a new retail complex that will include a day care center, an ice cream outlet and a vehicle maintenance business.
