Island County

Coupeville can stay the way it is

Residents who want to protect this Whidbey Island hamlet from being overrun by urbanization received help this week from the state.

A law signed Monday allows city leaders to tailor future development in and around the 1,700-resident community to meet state growth management targets without having to strictly follow government planning rules.

Coupeville, one square mile in size, will receive special consideration because it lies completely within a national historic reserve, Ebey’s Landing.

"With this, we might be able to remain the size that we are and keep the integrity of the community," Mayor Nancy Conard said.

She said the law should spur trade-offs such as increased density on lots in exchange for no building on other land, thus increasing open space. It also should give the city more say in preventing intensive development just beyond the town’s border.
