My SUV is among 2,000 vehicles taking part in a pilot project to test the state’s ideas for “road usage charges.” These pay-per-mile taxes are seen as the most viable way to make up for lost gas-tax revenues as vehicles get more fuel efficient or skip the gas station altogether.
