Cable is capable of stopping jets

I would really like to understand the thinking behind the concrete barriers on I-5. Seems to me if a fighter jet can be stopped with cables on a carrier, maybe the quality of cable is what needs to be addressed.

Another thought, how about sand? It stops semi-trucks coming down passes. Or even a ditch with sand that would grab the runaway vehicle and hold it so it does not bounce off and return to do more damage to oncoming traffic. Have any of these experts even explored other avenues of possibilities?
