The state should stop issuing marriage licenses entirely, leaving marriage to the religious institutions. Instead, the state should issue domestic partnership licenses for all couples and the only legally recognized unions would be performed by a clerk or justice of the peace in a nice conference room at city hall.
If the couple then wants to have a religious service performed, it is up to them and their religious leader. But a religious rite alone would no longer be legally recognized.
