Penalizing the kids for WASL failure makes no sense to me. We are talking here about children. They are born knowing very little. It is the responsibility of, first and most importantly, the parents; second, the schools in general; and third, the teachers in particular, to teach them the things they will need to know to live happily in our society. All they know is what we have taught them, or failed to teach them. Because we have all failed them, we penalize them. If anyone understands this, please explain it to me.
