Why was felon out of prison?

As reported, a jury found Joseph Strange guilty of second-degree murder for causing the car crash that killed Rachael Kamin. Strange stole a truck, rammed other cars, and drove 90 mph before smashing into Mrs. Kamin — this only seven months after being released from prison where he was serving time for vehicle theft. He had more than a dozen prior felony convictions. The obvious question that begs an answer is who were the incompetents (I’m sorely tempted to say “idiots”) in the state’s justice system who decided that a person with a record like Strange’s should be discharged from prison, and be placed under the supervision of the Department of Corrections?

More to the point, why was a habitual offender with over a dozen felony convictions not still in prison! What ever happened to the Three Strikes Law? His lawyers claimed that the police bear partial responsibility because they forced the issue by giving pursuit. This is a prime example of why people lose trust, faith, and respect for the justice system. You have to wonder when the state will turn the next Joseph Strange loose to prey on the population, and what degree of “supervising” does the Department of Corrections actually provide when these cretins are put back on the streets.
