MC Council members sworn in
Four Mill Creek City Council members were sworn into office during the Jan. 5 council meeting.
Returning council members Terry Ryan (Position 1) and Donna Michelson (Position 2) were sworn in for four-year terms.
New to the council are council members Kathy Nielsen (Position 3) and Bart Masterson (Position 4), who were both sworn in for four-year terms. Nielsen served two previous terms on the council from 1990-1997 and served as mayor from 1996-1997.
In addition, the City Council elected Mike Todd to a two-year term as mayor. Todd has been on the Council since 2005.
The council elected Donna Michelson to a two-year term as mayor pro tem. Michelson has been on the council since 1999. Michelson served as mayor pro tem in two previous terms, from 2002-2005, and as mayor from 2006-2007.
Public meeting on hospital affiliation
The public is invited to a community meeting from 6:30 p.m. to 8 p.m. Monday to learn more about the proposed affiliation between Stevens Hospital and Swedish Medical Center. On Dec. 17, the board of commissioners for Public Hospital District 2 of Snohomish County approved non-binding terms for Swedish to lease and assume management of Stevens Hospital pending regulatory approvals and final agreements. A final and binding written agreement is expected shortly after the public meeting.
The proposed 30-year lease agreement will help Stevens Hospital expand, improve quality of care and offer more services than it could accomplish on its own.
Paine Field public hearing
The third public hearing to accept comments on the draft environmental assessment of two proposals for commercial air service at Snohomish County’s Paine Field Airport will be at 6 p.m. Jan. 21 at Kamiak High School, 10801 Harbour Pointe Blvd., Mukilteo.
The public comment period runs until Feb. 5. The draft environmental assessment is available for review at the Paine Field Airport office, in local public libraries, on the Paine Field Web site, www.painefield.com/airserviceea.html, and at www.snoco.org/departments/airport.

OVD work done
After nearly two years of road construction, improvements to Olympic View Drive are complete. A ribbon cutting ceremony is planned for 2 p.m. Jan. 20 at the Perrinvile Village Shopping Center (at the southeast corner of Olympic View Drive and 76th Avenue West) to celebrate the grand re-opening of Olympic View Drive.
ORCA card
Until February, the standard ORCA card is available at no charge. Effective Feb. 1, a $5 card fee will be charged for a standard ORCA card. Current Regional Reduced Fare Permit holders can exchange their valid permit at any time for a new ORCA permit card at no charge. A new ORCA card costs $3.
You can add initial value to your ORCA card at the time you order it. Once you have your ORCA card you can load a pass or E-purse online, by mail, at an ORCA Customer Service Office or retail outlet or at a Ticket Vending Machine when you need it.
MLK holiday bus service
Due to lower demand for commuter service on Martin Luther King Jr. Day, some Community Transit commuter routes will have reduced service on Monday.
All local service, including to and from Boeing-Everett, will operate on regular weekday schedules. Route 855 will be the only University District route that is operating that day.
The RideStore and Customer Information Services also will be closed on the holiday. Both will return to regular hours on Tuesday.

• Regulators closed Bellingham-based Horizon Bank on Jan. 8, citing the troubled bank’s severe loan losses. Horizon had 18 branches in Western Washington, including those in Lynnwood and Edmonds. Seattle’s Washington Federal Savings and Loan has agreed to take on the bank’s deposits. The shutdown marks the year’s first bank closure in the U.S.
• Michael J. Parks, publisher of the economy-focused Marple’s Letter, will keynote the South Snohomish County Chamber of Commerce’s 2010 economic forecast breakfast Jan. 27 at the Lynnwood Embassy Suites, 20610 44th Ave. W.

• U.S. Sen. Patty Murray (D-WA) included $73 million in federal defense work for Washington state companies in the final version of the 2010 Defense Appropriations bill. The spending bill, approved by both houses, now awaits the President’s signature.
South County employers were among 30 statewide to be awarded defense contracts. The Lynnwood-based companies include Science Applications International Corporation, Verdant Power and Sound and Sea Technologies.
