Lake Serene meeting set regarding sex offender

The Snohomish County Sheriff’s Office is releasing information on a Level III sex offender who resides in the 4900 block of 145th Place SW in the Lake Serene area.

According to official documents, James R. Colvin Jr. pleaded guilty to one count of third-degree child rape in November 1995. In this case, Colvin had sexual contact with a known 15-year-old female victim. Colvin met the victim at a party on the date of offense. He had seen the victim on two previous occasions prior to the party.

Colvin was sentenced to 60 months in prison. At the time of the offense, Colvin was on community placement for a prior offense. In November 1992, Colvin pleaded guilty to one count of child molestation, third degree, and was sentenced to 12 months in the county jail. In this incident, Colvin molested a 13-year-old girl whom he befriended.

In January 1994, Colvin pleaded guilty to one count of third-degree child molestation, and was sentenced to 20 months in prison. In this incident, Colvin offended against two known female victims, ages 14 and 15.

While serving his most recent prison sentence, Colvin participated in a sexual offender treatment program. He is considered a high risk to reoffend. Colvin has no conditions at this time, and his only requirement is to register as a sex offender.

Colvin is described as a white male, 32 years old, 6 feet tall, 195 pounds, with blue eyes and brown hair.

A community meeting will be held from 7 to 8:30 p.m. Thursday, Feb. 6 at Serene Lake Elementary School (Gym), 4709 Picnic Point Road.

Interested citizens who are concerned about this matter and desire additional information are encouraged to attend the meeting. This public notification is intended to increase public safety and awareness, according to the Sheriff’s Office – it is not intended to create fear or promote adverse reaction.
