Three candidates are seeking the South Snohomish County position on the Snohomish County public utility district board.

Incumbent PUD Commissioner Kathy Vaughn and two challengers are running to represent the South County district, but citizens from throughout the County vote on the position.

Vaughn will seek a fourth six-year term in the nonpartisan position. She ran an unsuccessful campaign as a Republican candidate for Snohomish County Council against Democratic Councilwoman Stephanie Wright in 2011.

One challenger is Eric Teegarden, who challenged Vaughn in 2006 and ran another unsuccessful campaign for Brier City Council in 2011.

The other is David Swanson, a civil and structural engineer and political newcomer from Mukilteo.

The three will meet in the Aug. 7 primary, with the top two vote-getters advancing to the Nov. 6 general election.
