The bill authorizes the state Housing Finance Commission to make loans for down payment assistance for low- to moderate-income homebuyers. The Washington State Housing Finance Commission (HFC) was created to provide available funding at affordable rates for financing low-to-moderate income single or multiple family housing. The HFC is not a state agency. It issues revenue bonds in its own name, and its debt is not backed by the full faith and credit of the state.

Senate Bill 5620, Engrossed Senate Bill 5620: Changing the number of required school safety drills. Passed the House on April 3 by a vote of 96-1.
The bill increases the number of school lockdown drills required by statute from one to three. It decreases required fire evacuation drills from six to three and requires schools to conduct at least one other safety drill, as determined by each school.

Senate Bill 5488, Senate Bill 5488: Increasing penalties for sex-trafficking crimes involving Internet ads. Passed the House on April 3 by a vote of 97-0.
This bill imposes an additional $ 5,000 fine when a person is convicted of commercial sexual abuse, promoting commercial sexual abuse, or promoting travel for commercial sexual abuse of a minor if an Internet advertisement was instrumental in the crime.

Senate Bill 5563, Engrossed Substitute Senate Bill 5563: Sexual abuse prevention in schools. Passed the House on April 3, 2013 by a vote of 97-0.
The bill provides for enhanced training of teachers and school employees in identifying and preventing sexual abuse of school children. It adds the identification of Commercial Sexual Abuse of a Minor and Sexual Exploitation of a Minor to the course on issues of abuse that is required to receive initial certification as a teacher. It also expands the educational materials developed by the Washington Coalition of Sexual Assault Programs to include materials related to the prevention of child sex trafficking.

Senate Bill 5145, Senate Bill 5145: Authorizing fire departments to implement non-emergency community assistance programs. Passed the House on April 3 by a vote of 97-0.
This bill authorizes fire departments to implement a community referral and education program to assist local residents who use the 911 system for non-emergency calls. The goal of the program is to keep emergency service providers available for more acute types of incidents, to keep hospital emergency rooms from being overcrowded, and to reduce the need for patient diversions.
