A Lt. Mark Thomas with the Washington State Patrol said the driver’s manual printed by the Department of Licensing contains only highlights of laws and does not cover all regulations regarding traffic movement, equipment requirements etc.
Thomas said the answer to the question is yes, if the left turn is made onto a one-way street, and there is no sign posted prohibiting the movement. It would be illegal to make a left turn on a steady red ball or arrow onto a two-way street.
